Job Description

Licensing Inspection and Enforcement Officer (Tier 2)

Full time x 4 perm Vacancies

We are passionate about our people and how we deliver services to our community in Enfield. That's why we encourage a culture that puts our customers at the heart of everything we do, by empowering our people to collaborate, think innovatively, make decisions and find solutions. Join us and be part of something better.

The Private Rented Sector plays a very important role in Enfield’s strategic approach to meeting housing need. Enfield Council is committed to work in partnership with private rented sector landlords to improve and maintain high standards of accommodation and professional management and provide good quality housing. Enfield has a borough wide additional and large selective licensing schemes to help us to deal with private rented homes where safety standards are not being met and where properties are not being properly managed.

Are you an experienced Environmental Health Officer or housing standards practitioner looking for a new challenge? Enfield Council is seeking dedicated professionals to join our established Private Rented Housing team as Tier 2 Licensing Inspection and Enforcement Officers.

Successful candidates will be responsible for the inspection of licensed properties, investigating complaints, carrying out regulatory work and undertaking enforcement functions using the full range of enforcement powers to improve housing conditions across the private rented sector in the borough. As a Tier 2 Officer you will also provide assistance and guidance to Tier 1 Licensing Inspection Officers, lead on complex cases and specific projects.

Ideal candidates must:

• have a thorough and comprehensive understanding of private sector housing and property licensing work

• have proven experience of carrying out HMO and property inspections

• be experienced in assessing deficiencies using the Housing Health and Safety Rating System

• have proven experience in obtaining evidence and taking enforcement action under the Housing Act 2004 and associated legislation, including issuing civil penalty notices, prosecutions, rent repayment orders and banning orders.

We are looking for driven individuals, with a proactive approach and excellent organisational skills. Your communication and advocacy skills must be highly developed to provide clear and accurate advice to tenants and landlords, and you must have the ability to remain effective when faced with difficult and demanding situations and people.

For some of this role you may be required to work from home and connect with your team and others virtually.

To help you help us, we can offer flexible working or compressed hours, home working opportunities, generous annual leave, personal development opportunities such as training and a friendly working environment.
